Yes, or at least it's the Apache that came with the Snow Leopard upgrade disc.

When you say Xserver license are you referring to 'OSX Server'? I expect future 
servers will be 'Mac mini Server' but this just running the vanilla version of 
the OS. Buying another OSX Server license would be overkill when a properly 
configured Snow Leopard will do the job.
