This is a complete patch for remembering power levels for transmit and tune
separately.Option placed in the Radio tab (seemed to make sense since it does
affect the rig operation).Updated the user guide and also have a new snapshot
of the RadioTab.
>From the doc:- _Power Memory By Band_: Checking one or both of these will
>cause WSJT-Xto remember the Pwr slider setting for that operation for each
>band youoperate on. So if you enable Transmit then any time you change bands
>it will restore the power level from the last time you were on that band.

When editing the Radio tab had to break whatever layout was on there...but then
couldn't figure out how to re-add it. Doesn't look like it was really needed
from what I can tell.
