There’s a setting on the waterfall controls that sets the lower limit.  I have 
mine set at 100 and don’t seem to have any problem decoding a little below 
that.  However, I would recommend not operating down there to help maintain 
clean signals (be sure to use CAT control).

You really should be calling him on a different frequency than he is operating 
on.  Not just because he was so low, but also because that is the preferred 
procedure.
