Putting aside the PED regulations of individual countries, the end result is
that a PED device that does not transmit has no material effect on a glider
operating in VFR conditions. Most mobile phones now have a flight mode
disabling such transmissions. This topic has little to do with the
development of XCSoar.
Most observed effects of PED devices such as Playstation or similar only
pose a risk to IFR aircraft with susceptible navigational equipment onboard,
typically disengaging autopilots or interfering with other instrument
landing aids which have a sometimes unpredictable effect, so the regulators
have imposed an unnecessary  blanket ban on all aircraft.

make a determination as to the effect a particular PED has on navigation,
communicationand flight management systems of the aircraft in which it may
to be used or operated. If it is safe and practicable to do so, pilots may
be able to verify the source of PED interferenceby observing if an
interference event can be repeated by switching the PED on and off, orby
moving the PED to a different location in the aircraft. In doing so a pilot
would have toconsider whether a PED would interfere under changed
circumstances, eg. PEDinterference might only be experienced if a service
signal was low.”
