Let me make sure I understand you. Even though XMLMind can only manage 
the distribution of 3-4 localizations, you provide a localization tool 
that allows end users to do their own localizations for whatever 
language they choose (e.g. Galician and Russian). Seems like there 
ought to be a way for end users to share their Foo.gl.properties and 
Foo.ru.properties files.
