Have you tried assigning admin privileges to the User? FWIW, this error has never come up before. It contains info that has never been correct. The Identities folder has never been in the application folder. I¹m assuming the Identity folder worked before and has just stopped working. Did you apply any updates just prior to the problem? Let¹s keep this on the YouTalk list so everyone can follow along.
