Hotplugging now works, and I can use zd1211rw kernel shipped driver
without udev, many thanks Andy.

I took your script and renamed it to what /proc/sys/kernel/hotplug says,
many thanks remco.

A new Problem is booting with the stick plugged in. 
syslog says the following:

    device descriptor read/64, error -110
    device descriptor read/64, error -110
    device descriptor read/64, error -110
    device not accepting address 5, error -110
    device not accepting address 6, error -110

and so on.. address after address

After unplugging and again plugging in the stick everything works.
