This is most probably a known issue, try searching the list archives for 
reboot / replug issues and usb_reset_device. I think a couple of weeks ago a 
patch was posted on the list to improve things. It may have been included in 
a kernel more recent than 2.6.19, but I haven't exaclty kept track of this 
issue.

Maybe the driver rewrite pages on http://zd1211.ath.cx/, or the accompanying 
git logs for the rewritten driver will provide you the necessary info.
