What you don't seem to understand is that justice
system is about the mind, the ignorance, attachment
and aversion focusing on gaining power and control
through ascribed authority. As such, it cannot
possibly help when it comes to attachment/aversion
focusing on sexuality. Both behaviors are consistently
deviant. Using one to stop another is like curing
diabetes with Aids.
The only thing we can attempt to do is choose the
lesser of two evils. If a person is a proven sexual
deviant, then at least remove the source of that
person's physical power (i.e. the testicles/ovaries).
Once that happens at least that person will not be
given the satisfaction of experiencing sexual pleasure
connected to the killing of innocent beings.
