---Al, I understand your concerns with the homeless but don't think that adding government funding will cure the problem. I spent two years living in Key west which has one of the best homeless assistance programs in the nation. Yes, it may have helped a few, but the majority are still living on the street, sleeping in their own urine. The problem has to be adressed with the individual; give an alcoholic or addict money, don't be suprised if they spend it other than intended.
As for the work group thing, thought that myself, but forcing them into it would never fly. First the ACLU would be all over it, and let's face it, it smacks of Aushwitz. The only way I see it working is by making it voluntary for the homeless as a chance for them to pick themselves up and back into society(for whatever that's truly worth). Just a shot in the dark, but it seems to me the real source of your anger here is that you live a normal life, work hard, pay your bills; but you don't feel you're being protected by those in power. Join the club. Personally, I would say either do something about it (start a petition, call your congressmen, set them on fire,etc.) or just let it go. Don't torture yourself.
