Sorry I don't have time to fully answer this, but Cacti's default SNMP settings for Windows hosts pulls partitions, network, phys/virt memory, per-cpu utilization, # processes.
Pull down a current 0.86 build and dig through the Data Templates, you'll see the OID's used in there for pulling this stuff straight from the default MS SNMP installation...
