Nothing with Iptables would be standing between the two machines. The two machines can ping each other just dandy via FQDN or IP address. Localhost or 127.0.0.1 resolves a local snmpwalk, but not if their assigned IP address or FQDN is used. As for enabling everything at source load, I'm a little fuzzy as to your meaning, please clarify.
