When exporting to html, the export places a break between two
consecutive headers as in the example below. Is there a way to prevent
this?

==== Collaboration ====
* test
Becomes:
<h2>TOC& web links</h2>
<br>
<h3>Collaboration</h3>
<p>
<ul>
<li>test</li>
</ul>
</p>
