Odd. I have an early buld 96 328i program car. (originally owned by BMW NA,
and it does NOT have the interlock. Odd, cause I thought for sure it would
have it...

It was with OBDII, and it's a US law (or lawyer) thing.  Euro cars, post
1996, don't have it.
