I'm going to jump in here and post my results on ArchLinux. Note: I am using
TeX directly from TexLive
(https://www.tug.org/texlive/acquire-netinstall.html) and not as
packaged by the Arch folks.

I suspect that Br. Anthony is using the TeXLive from Arch
(https://www.archlinux.org/packages/extra/any/texlive-core/) which would
explain the difference in TEXMFLOCAL.
