The following comments aren't directed at you Dan, just my personal opinion on ICU.

ICU is giving Parrot a black eye.  The ICU we have in
CVS right now is really old and broken.  We are
shipping a "bare bones" version of ICU that doesn't
build very easily anywhere.

Which is definitely a major pain. What I'd like to do is this:

1) Get Configure smart enough to check for, and use, the system ICU if it's in, instead of what we ship.
2) Get our ICU working reasonably well. If this means ripping it out and replacing it with 3.0, we can do that


If someone's tempted to do 3) Write our own Unicode system, I'm OK with that too. The string internals doc needs writing, and I can get that done.
