In all fairness, "always on" does not equal "always grabbing the same IP".
"Always on" means that your connection can be on 24/7. However, it does not mean that if you disconnect, or if you're on a DHCP based connection, that you're going to get the same IP, every time. You weren't guaranteed a static IP when you were using dialup, were you? What makes you think you should be guaranteed one, now? If you want a static IP, you need to be willing to pay for it...either via a few bucks a month to your provider, or in the price of a real broadband connection.
