Don, You may want to do a search of the FCC's website for infractions and the like; as I remember a number of years ago the FCC shut down a pirate broadcast station somewhere in the U.S. and the person that was involved was a ham.
I'm not sure of the final disposition of the case, but I do remember reading somewhere that the FCC was trying to pull both his commercial and ham license as a part of the punishment process.
