Police are to isolate the City after receiving a warning of the plan, as well as intelligence about Islamic fundamentalists and Irish republican splinter groups. Access will be possible only through seven tightly controlled entrances and exits. "It will effectively be a no-go area," said a Corporation of London spokesman. Armed troops will also be on stand-by at three bases around the capital in case of public disorder if the millennium bug causes chaos. The government's emergency planning committee, chaired by Jack Straw, the home secretary, will sit for 24 hours over millennium night and New Year's Day to monitor essential services and public safety. One barracks will be used as a helicopter port. A military communications network, including police and key Whitehall departments, will also stand ready. Security at the Millennium Dome in Greenwich, which will be attended by the Queen, the prime minister and other dignitaries, will be unprecedented. Bridges across the Thames will be closed, tunnels emptied and aircraft forbidden to fly over the site. Up to 32 police vessels will patrol the Thames, including two fire tenders. Members of the navy's elite Special Boat Squadron will be on duty. Scotland Yard's response is being co-ordinated by a millennium unit involving the anti- terrorist squad, special branch and liaison between MI5 and MI6, the Home Office and other government departments. The unit's concerns include Islamic terror groups based in Europe and linked to Osama Bin Laden, the terrorist described by the CIA as the world's most wanted man. The FBI said this week that one such group, based in Frankfurt, Germany, was planning to send a string of parcel bombs to British and American targets over the holiday period. The warning came as anti-terrorist police in Britain arrested an Algerian asylum-seeker linked to an Islamic terror group. Ramdane Zouabri, 26, has been charged with threatening to kill an Algerian community leader after he was allegedly filmed making calls from a north London telephone box. Zouabri's brother is leader of the Algerian Groupe Islamique Armé (GIA), which killed 30 people on Christmas Eve at a roadblock near Khemis Miliana, west of the Algerian capital, Algiers. Deputy assistant commissioner Alan Fry, head of Scotland Yard's anti-terrorist branch, has asked members of the public to be on their guard and to contact police if they notice anything suspicious. When Monsanto first presented their research to the FDA for approval of the genetically engineered bovine growth hormone (rbGH), there were also three other pharmaceutical companies with their own different versions of the genetically modified organism. Monsanto's protein formula was different than the naturally occurring bovine growth hormone. Monsanto's hormone was not an exact version of the natural pituitary extract from a cow. The end amino acid (amino acids are the building blocks of proteins) was just a little bit different than what naturally occurs in nature. Actually, it was VERY different, but Monsanto neglected to reveal all of their secrets until after their drug received official FDA approval. THE MAGICIANS PERFORMED THEIR SLEIGHT-OF-HAND TRICK Monsanto received approval for rbGH on Friday, February 4, 1994. There must have been quite a celebration in their St. Louis corporate headquarters on that day. Perhaps the celebration continued through the weekend. What happened the following Monday provides the "smoking gun" evidence to Monsanto's crime. On Monday, a group of Monsanto scientists photocopied, collated and stapled together the most incriminating scientific document in history and sent it to a peer-review journal for publication. On Thursday of that week, the journal "PROTEIN SCIENCE" officially received Monsanto's study. In that paper, Monsanto admitted that they made significant errors in their formula. WHAT'S UP, JOHN? What's up, doc? Monsanto waited until after approval, just in case, to admit their errors. After approval, Monsanto admitted that the errors were fixed. However, in making this no-win admission, Monsanto also revealed that all of the research submitted to FDA from 1985 until 1993 was performed with a different hormone than the one that is currently on the market. Funny creatures, these scientists. Most of the authors of the study worked for Monsanto. Most, but not all. A few researchers were with other firms. One researcher, located after three phone calls told me that he worked for Monsanto nearly two years before the hormone was approved. Then he made a number of career moves, but still received credit for his work in co-authorship. What does this prove? Simply, that Monsanto knew the errors were made, but held off until after approval. The article was titled, "Beginning of The End for Clinton" A mistake had been made in the date, and it appeared as if Ms Thomas was predicting that President Clinton would step down as President on January 20, 2000. Rumor Mill News asked the question, "Does Helen Thomas know something she is not saying?" Rumor Mill also pointed out that Lou Dobbs, formerly with CNN is now the owner or about to be the owner of UPI. Mr. Dobbs left CNN in an acrimonious split. Since it is obvious that CNN is the loudspeaker for the New World Order, could UPI be made over and become the mouth piece for the opposition to the New World Order? This is only a guess, I have no proof Today, Rumor Mill received an email from one of our sources. The entire email is pasted in below: "Take a look at the end of paragraph 3. .."miles to go..." This phrase was used in the 80's [Cold War thriller] movie "Telefon" with Charles Bronson. The poem was used to awaken Soviet "sleeper" assassins that had been planted throughout America. The coincidence of two "interesting dates and phrases" occuring in one article is suspicious. First, a red flag is waved with an erroneous date. Was this done to catch the "sleepers" attention? Then a known "trigger" phrase is put into the article. Both the wrong date and the trigger phrase are in the first four paragraphs. The date comes first and the "trigger" phrase comes second. Just as it would, if the "sleeper assassin" is being sent both the activation order and the date on which he is to carry out his programming. Of course this COULD just be an editing problem. But I doubt if the Secret Service sees it this way. If Rumor Mill were analyzing this for them, we would say that someone is sending the President a message. It appears as if someone is giving him a due date. In other words, "Go Quietly... Or Else". "Go Quietly, Or Else" was the title of the book written by former Vice President, Spiro Agnew. In private conversations with friends Agnew told them that he was given the choice of resigning as Vice President or being killed he chose to "go quietly." Bresnahan © 1999 WorldNetDaily.com A 747 cargo jet was blown from the sky by an apparent terrorist bomb, but details of the crash have been largely kept secret from the public, according to intelligence and military sources. A Korean Air 747 cargo plane crashed into a field Dec. 22 just after takeoff from Stansted Airport in Essex, killing a crew of four. Witnesses reported that it exploded violently in mid-air only minutes after rising into the air. Intelligence sources confirmed to WorldNetDaily that a terrorist bomb is the most likely cause of the crash, and Osama bin Laden's forces are the key suspects. "There was a large flash followed by a large bang," eyewitness Neil Foster told the BBC. "There was a big explosion and huge flames in the sky," Annette Brooke- Taylor described. "It was a sort of mushroom shape. An incredible sight. It lit up the sky. There was a tremendous noise. There were lots of flaming particles in the sky and then it went very quiet and then we realized something terrible had happened." The crash took place only hours after the 11th anniversary of the downing of Pan Am Flight 103 over Lockerbie, Scotland, with the loss of 270 people. Using the Jewish calendar, the dates of the two crashes were exactly 11 years apart -- 13 Tevet. "Dates are very important to these people. You have to believe there is a message here," said the intelligence source. The cargo plane is said to have contained NATO military equipment headed for Italy, but official sources have not confirmed what freight was contained on the plane. Military and intelligence officials say the attack may be an indication bin Laden is making good on his pledge to mount "pitiless and violent" attacks against U.S. and other targets worldwide. The hijacking of India Air flight 814 with 160 passengers on board was cited as "just the beginning of bin Laden's plans," according to several foreign papers attributing a U.S. intelligence source. The reports have not linked the two events, but there appears to be evidence which ties the two events to bin Laden. Media around the world have given significant attention to the hijacking of India Air flight 814, but virtually no coverage has been given to the crash of the Korean cargo plane. Hijackers said to be tied to bin Laden took control of the India Air passenger plane and demanded the release from prison in India of Malauna Masood Azghar, the leader of a Kashmiri militant group, Harkat al Mujahideen. He was convicted for the kidnap and murder of five western tourists in 1995. Azghar has camps in eastern Afghanistan near bin Laden's base of operations. He receives training and funding from bin Laden, just as many similar groups receive assistance from him. The hijacked jet arrived first in the southern Afghan City of Kandahar. It sat on the runway for many hours, just a short distance from one of bin Laden's hideouts, according to the intelligence source. The terrorists appealed for asylum, but Afghanistan declined. They were provided with food and fuel but still refused to leave for many hours while still negotiating to stay in Afghanistan. They threatened to crash the plane if a safe landing was not permitted elsewhere. If the ties to bin Laden are true, the terrorists may have expected those ties to help them with their agenda to free Azghar. They did not succeed. The downing of the Korean Air cargo flight and the hijacking of Indian Air flight 814 are seen by some U.S. intelligence and FBI sources as possible first strikes in a long-expected assault as part of bin Laden's declared jihad (holy war) against the U.S., Israel, and India. The FBI has ordered a security crackdown at all international air and seaports. FBI spokesmen have confirmed to the media that they are concerned a hostile group may try to bomb U.S. power plants, including nuclear plants. Police in New York City have been reported checking the extensive sewer system below Times Square where a major New Years Eve celebration will take place. The FBI recently issued a warning to Americans to be cautious of packages mailed from Frankfurt, Germany. Ahmed Ressam, a suspected terrorist trained by bin Laden, was captured driving a car loaded with explosives into Washington state. The State Department has issued warnings to Americans that it is dangerous to attend large events during the holiday period. It also evacuated over 800 U.S. diplomats from foreign assignments as a precaution. Very tight security and a red alert have been placed in effect at all U.S. embassies around the world. The Order of Skull and Bones is the oldest of several senior secret societies that are unique to Yale University. The "Order" was founded in 1832 by William Huntington Russell and Alphonso Taft. Many historians claim the group appeared as a direct result of the de-secretizing of America's oldest Greek-letter college secret society, Phi Beta Kappa. Thus making the group at Yale the oldest existent chapter. New England was going through a transformation from the strict puritanical Calvinist outlooks toward a more secular, scientific worldview. The revolutionary fervor and factionalization of the War of Independence had been sandwiched between a series of religious revivals that swept through the countryside like wildfires. During the first years of our Republic there was a big Illuminati conspiracy scare and a generation later an anti-Masonic hysteria that developed into a political force. The first national party conventionby any party, in the USwas held by the Anti-Mason party, in 1832. Many people, including, John Quincy Adams, who was elected to Congress on an Anti-Mason/Whig ticket, were publicly campaigning against the secrecy of Phi Beta Kappa. protections of individual rights; denied due process to people not even
charged w/ specific crimes; engaged in the most expensive ruinous war ever
to take place on the North American continent; ordered authorized his
accomplices, especially
"generals" Sherman Grant, to commit crimes against those posing no threat
to them, with the express intention of destroying their livelihoods and
making them dependent on the caprices of jackbooted thugs for their very
survival; he his successors ordered further such crimes, persisting for
years after the official end of the "war"; and he his sucessors issued a
continual stream of lies, distortions, and stupifying drivel, specifically to induce
otherwise sensible people to endorse all of these criminal acts. To cap it all off,
when those oppressed by his crimes were afforded a small token of justice by way of
the shooting of this thug-in-chief while he spent stolen funds
wallowing like a prized pig in unearned undeserved luxury, not only the
shooter, but several others as well, including a doctor who had done nothing
more than perform his proper duties and others who had little or no

from his acts- the manumission enfranchising of African-descended slaves-
was neither desired nor supported by him. His sole interest was in
maintaining increasing his power over both North South. Clinton's

A Korean Air 747 cargo plane crashed into a field Dec. 22 just after takeoff from Stansted Airport in Essex, killing a crew of four. Witnesses reported that it exploded violently in mid-air only minutes after rising into the air. Intelligence sources confirmed to WorldNetDaily that a terrorist bomb is the most likely cause of the crash, and Osama bin Laden's forces are the key suspects. "There was a large flash followed by a large bang," eyewitness Neil Foster told the BBC. "There was a big explosion and huge flames in the sky," Annette Brooke-Taylor described. "It was a sort of mushroom shape. An incredible sight. It lit up the sky. There was a tremendous noise. There were lots of flaming particles in the sky and then it went very quiet and then we realized something terrible had happened." The crash took place only hours after the 11th anniversary of the downing of Pan Am Flight 103 over Lockerbie, Scotland, with the loss of 270 people. Using the Jewish calendar, the dates of the two crashes were exactly 11 years apart -- 13 Tevet. "Dates are very important to these people. You have to believe there is a message here," said the intelligence source. The cargo plane is said to have contained NATO military equipment headed for Italy, but official sources have not confirmed what freight was contained on the plane. Military and intelligence officials say the attack may be an indication bin Laden is making good on his pledge to mount "pitiless and violent" attacks against U.S. and other targets worldwide. The hijacking of India Air flight 814 with 160 passengers on board was cited as "just the beginning of bin Laden's plans," according to several foreign papers attributing a U.S. intelligence source. The reports have not linked the two events, but there appears to be evidence which ties the two events to bin Laden. Media around the world have given significant attention to the hijacking of India Air flight 814, but virtually no coverage has been given to the crash of the Korean cargo plane. Hijackers said to be tied to bin Laden took control of the India Air passenger plane and demanded the release from prison in India of Malauna Masood Azghar, the leader of a Kashmiri militant group, Harkat al Mujahideen. He was convicted for the kidnap and murder of five western tourists in 1995. Azghar has camps in eastern Afghanistan near bin Laden's base of operations. He receives training and funding from bin Laden, just as many similar groups receive assistance from him. The hijacked jet arrived first in the southern Afghan City of Kandahar. It sat on the runway for many hours, just a short distance from one of bin Laden's hideouts, according to the intelligence source. The terrorists appealed for asylum, but Afghanistan declined. They were provided with food and fuel but still refused to leave for many hours while still negotiating to stay in Afghanistan. They threatened to crash the plane if a safe landing was not permitted elsewhere. If the ties to bin Laden are true, the terrorists may have expected those ties to help them with their agenda to free Azghar. They did not succeed. The downing of the Korean Air cargo flight and the hijacking of Indian Air flight 814 are seen by some U.S. intelligence and FBI sources as possible first strikes in a long-expected assault as part of bin Laden's declared jihad (holy war) against the U.S., Israel, and India. The FBI has ordered a security crackdown at all international air and seaports. FBI spokesmen have confirmed to the media that they are concerned a hostile group may try to bomb U.S. power plants, including nuclear plants. Police in New York City have been reported checking the extensive sewer system below Times Square where a major New Years Eve celebration will take place. The FBI recently issued a warning to Americans to be cautious of packages mailed from Frankfurt, Germany. Ahmed Ressam, a suspected terrorist trained by bin Laden, was captured driving a car loaded with explosives into Washington state. The State Department has issued warnings to Americans that it is dangerous to attend large events during the holiday period. It also evacuated over 800 U.S. diplomats from foreign assignments as a precaution. Very tight security and a red alert have been placed in effect at all U.S. embassies around the world. A new Arkansas scandal book sheds light on Bill Clinton's mother, Virginia Kelley, and the role she played in the deaths of two women at a Hot Springs hospital in 1978 and 1981. Laura Slayton died in 1978 while Kelley was providing anesthesia. Susie Deer died in 1981 because of Kelley's alleged incompetence. "The Boys on the Tracks," written by Arkansas Times columnist Mara Leveritt, deals with the mysterious murders of two teenage boys in 1987, but it also focuses on Virginia Kelley's involvement in two cases of negligent homicide. Leveritt points the finger at Dr. Fahmy Malak, Arkansas' former medical examiner who conducted the autopsies on the teenage boys and also absolved Kelley of responsibility for the death of Susie Deer. Clinton had hired Malak during his first term as governor and protected the medical examiner from being removed -- until he launched his presidential bid. Incompetence and death Virginia Kelley, now deceased, was a nurse-anesthetist who worked at Ouachita Memorial Hospital in Hot Springs, Ark. in the late '70s and early '80s. In 1981, Kelley was named in a lawsuit over the death of Laura Lee Slayton, who died in 1978 while undergoing minor surgery at Ouachita. Kelley was the anesthetist during the surgery. The surgeon was also sued for failing to properly supervise Kelley. Eventually, Slayton's family dropped the case against the surgeon, while Kelley settled out of court and paid the family $90,000 in damages. In June 1981, just two months after the Slayton lawsuit was filed, Kelley became embroiled in a second hospital death. This time it involved a 17-year-old mother. Susie Deer had been riding in the back of a car when someone in the car yelled a racial epithet at Billy Ray Washington, a black man, and his wife who were walking home. In retaliation, Washington picked up a chunk of concrete and threw it through the back window of the car, hitting Deer in the face. Deer was admitted to the hospital and underwent surgery to repair broken teeth and injuries to her face. Three hours into the operation, Virginia Kelley was asked by her surgeon to transfer an oxygen tube from Deer's nose to her throat. According to Leveritt, after Kelley inserted the tube into her throat, vomit began coming up through the tube. The surgeons realized she had put the tube down into Deer's stomach instead of her lungs. Kelley tried at least twice to correct her mistake, but couldn't do it. Dr. James Griffin took over for her. By that time Deer had gone into cardiac arrest, and died an hour later. Deer's death had to be investigated, and the findings of the medical examiner, "were going to be very important to Virginia Kelley's career," according to Leveritt. Then-Arkansas Medical Examiner Dr. Fahmy Malak performed the autopsy on Deer and ruled that she had died of blunt trauma to the head. Billy Ray Washington was arrested and spent two and a half months in jail. Griffin told the Los Angeles Times in 1992 that Malak should have considered that Deer's death was caused by inadequate care, not the blow to the head. In fact, according to Leveritt, all three doctors who were in the operating room that day believed that Kelley had caused Deer's death because of her negligence. Malak's bizarre ruling favored Virginia Kelley, who was already facing another lawsuit for negligence in the death of Laura Slayton, says Leveritt. In spite of Malak's ruling, however, the medical community in Hot Springs was through with Kelley, banning her from practicing at the local hospitals. Leveritt says in her book that the physicians in town had long been wary of Kelley's lack of skill as an anesthetist. They were also concerned about her unprofessional behavior in the operating room. "When interviewing members of the medical profession for the book, one of the things I heard several times was that she was known to come into the operating room carrying a racing form, which she read during surgery. She had a kind of cavalier attitude about a number of practices. Sometimes [during an operation] she'd wipe blood off of her shoes and wore jangly jewelry and bracelets," says Leveritt. "She didn't seem to think reading a racing form was a very serious breach of operating room conduct." After being banned from area hospitals, Kelley fought back by filing a lawsuit against the hospitals and physicians. She wanted her nursing privileges back. In July, 1996, John Irvin Pitner was arrested at his home in Deming, WA, and charged with six counts of conspiracy to overthrow the US Government. Among other charges, he was accused of conspiring to manufacture pipebombs, convert weapons to fire on full-automatic, and to assault kill federal officers in the performance of their official duties. These charges stemmed from a year-long undercover FBI investigation into the activities of the Washington State Militia, of which Pitner was the founder former Executive Director. They were based largely on the testimony of Edward G. Maeurer, a three-time convicted felon (fraud), who had infiltrated the militia group as a paid FBI informant beginning in June, 1995. Maeurer's official reports to the FBI claimed that he had seen handled fully-automatic M-16's, dynamite, grenades, sacks of fertilizer night- vision devices stolen from Ft. Lewis, WA, at a 'fortified' room in Pitner's garage. He claimed the militia group was planning to kill federal officers, blow up government buildings, and assassinate David Rockefeller while he attended a conference on the Olympic Peninsula, in WA State. Maeurer's reports led to a full field investigation of the WSM being conducted, and the placement of an undercover FBI agent into the group. Seven people, including Pitner, were eventually arrested brought to trial. After six weeks, the jury could not reach a verdict on the conspiracy charges, and a mistrial was declared. Pitner, along with three other militia members, was found guilty of separate illegal-weapons charges in March, '97. Pitner, who has never been sentenced for that crime, remains incarcerated at the Federal Detention Center SEATAC, in Seattle, WA. Astoundingly, according to the sworn testimony of informant Maeurer and the FBI agents participating in this case, the following facts were made known during the trial: 1. Maeurer had lied to his FBI handler's all during the investigation. On or about 20 February, 1996, Maeurer was given a series of polygraph examinations by Special Agent Raymond Lauer, a certified polygraph examiner for the FBI, concerning what he had seen and done at Pitner's home. Maeurer recanted ever having seen or handled any M-16's. He recanted ever having seen any grenades,or dynamite. (The stolen military night-vision devices had earlier been recovered were never in the possession of the WSM.) Instead, he "might have" seen an M-16. Or, it might have been "a toy". Instead of actually seeing or handling any dynamite or grenades, he now claimed to have seen boxes which he "knew" contained those explosives. 2. There was no 'fortified' room in Pitner's garage. A storage room, constructed of plywood two-by-fours, had been built in the garage and the door was not even kept locked. 3. Under questioning by federal prosecutors and defense counsel, as to why he had lied about Pitner to his FBI employers, Maeurer said he thought Pitnerwas dangerous and needed to be arrested. 4. Maeurer owed in excess of $35,000 in summary judgement outstanding againsthim, for passing fradulent checks, at the time he began informing on the WSM. Under questioning, he admitted that he had never re-paid any of this court-ordered restitution. 5. John Pitner had resigned as Director of the WSM three months prior to his arrest, due to growing financial, marital and health problems. His wife had left him, he had suffered a small stroke that summer, and was no longer attending any militia meetings. 6. Michael German (the undercover FBI agent) and Maeurer (the paid informant)assumed leadership positions within the militia group after Pitner's departure, becoming members of a three-man Leadership Council heading the WSM. 7. German and Maeurer instigated every illegal activity performed by the militia members, after assuming leadership of the organization. It was German Maeurer who first suggested building pipebombs to sell and raise money for the WSM, through German's supposed 'contacts' in the military surplus business. It wasGerman Maeurer who brought the idea up over over again, until people agreed to do it. It was German Maeurer who first suggested converting weapons to full-automatic, and insisted on stockpiling them, and pushed the idea until it was acted upon. It was German who leased a warehouse in downtown Seattle, and German who bought milling equipment needed to alter the weapons, and German who directed people to travel out-of-state to purchase bomb components. 8. German and Maeurer caused suspicion and distrust of Pitner to develop among the other militia members. They engendered the belief that Pitner had

The high-altitude reconnaissance aircraft went down 20 minutes after takeoff from Edwards Air Force Base on March 29. It was at 41,000 feet when it went nose down in a rolling vertical dive. The Global Hawk program is managed at Wright-Patterson Air Force Base in Dayton. The Air Force accident investigation board said the $45 million plane inadvertently received a test signal for flight termination from the test range at Nellis Air Force Base, Nev. The Air Force said the signal was outside the frequency zone in which the aircraft's mission was being flown and caused it to go into a pre-programmed vertical descent. Maj. Kevin Baron, assistant staff judge advocate at Air Force Materiel Command, said the Global Hawk flew so high that it lost the signal coming from Edwards and began receiving the next strongest signal, that from Nellis. Baron said it was an unusual set of circumstances and no one was to blame. ``There was nothing about the aircraft itself that caused the accident,'' he said. However, Baron also the signal system that was in place before the crash no longer is being used. The Global Hawk is the only high-altitude, long-endurance robot plane being considered for use by the military. There are currently unmanned reconnaissance aircraft in use that operate at lower altitudes. Global Hawks are designed to fly as high as 65,000 feet for as long as 40 hours. The V-tailed aircraft has a 116-foot wingspan and is more than 44 feet long. In battle, the plane would use radar and optical and infrared sensors to provide imagery of a battlefield area to a commander via satellite communications links. Flight testing of the Global Hawk was suspended for six weeks following the crash. Testing was suspended again Dec. 6 after a Global Hawk was damaged when it veered off a runway at Edwards. Clinton also wants $10 million for the Food and Drug Administration to strengthen enforcement, officials said today. Many of the traditional safeguards that have been in place for many years are breaking down, FDA Commissioner Jane Henney said. We have to have a way to keep some semblance of a safety net in place. New laws and new money would have to be approved by Congress. Traditionally, states have regulated pharmacies. But the Internet poses new, interstate challenges, in which a Web site operator may be in one state, the pharmacist in another and a patient in a third, Henney noted. In many cases, legitimate online pharmacies make it easy and convenient for consumers to get the drugs they need delivered to their doors, particularly for people in rural areas and the homebound. Drugs Sent Without Prescription But there have been several cases in which Web sites sent drugs out without a valid prescription or dispensed drugs that were not legally available in the United States. The FDA recently uncovered illegal at-home AIDS tests sold via the Internet that didnt work, meaning some people may have thought they were healthy when they had the deadly HIV virus. The FDA also has pointed to a 53-year-old Chicago man who died after taking the impotence pill Viagra he ordered via the Internet. He never saw a doctor who could have advised him that he had heart disease risks that make taking Viagra dangerous. Traditionally, there have been several safeguards to protect consumers against unsafe use of drugs, the White House said in a draft of a fact sheet to be released Tuesday. Under Clintons proposal: Online pharmacies would be required to get FDA certification that they are legally operating or face sanctions. The FDA would get $10 million in the 2001 budget to hire investigators and upgrade computer equipment. Congressional Response Unclear The White House also plans a public education campaign, using $250,000 of FDA money budgeted this year for a variety of other programs. It will include ads on health Web sites and public service announcements for television. -Caveat Lector- TUESDAY, DECEMBER 28, 1999 Headlines THE MONITOR'S VIEW More at Stake Than Spying The storm of allegations regarding Chinese espionage at US national weapons laboratories has led to needed tightening of security at those facilities. That's the positive outcome from the spy scandal that agitated Washington for much of the past year. But the Chinese espionage affair has also had some disturbing aspects. Most of these are tied to the government's criminal case against Wen Ho Lee, formerly a physicist with the Los Alamos National Laboratory. Mr. Lee became a magnet for suspicion as the spy charges reached their zenith in Congress earlier this year. The Chinese-American scientist apparently had been under surveillance, on and off, for years. In the 1980s he had been suspected of giving classified information to Taiwan, where he was born, but had been cleared of those charges. This decade, somewhat ironically, he became the FBI's prime suspect in the alleged transfer of nuclear-bomb secrets to the People's Republic of China, Taiwan's adversary. Early in December, at long last, Lee was formally charged - not with espionage, but with mishandling classified documents. It's a lesser charge, but could still carry a lengthy prison term. Lee has been denied bail. The FBI probe of the possible tranfer of nuclear secrets to China is continuing, and of late has broadened beyond Lee and Los Alamos. Meanwhile, other developments: The release of secret congressional testimony by Attorney General Janet Reno has clarified why she kept the FBI from tapping Lee's phone in the course of its investigation. Ms. Reno was roundly criticized for that. It's now clear she felt the bureau was prematurely centering its attention on Lee before eliminating other suspects with equal access to classified material and just as much incentive, presumably, to pass it to other countries. This throws new light on Reno's actions, and raises new questions about the intensefocus on Lee. This month the accused struck back with a lawsuit against the FBI and the Justice and Energy Departments for invasion of privacy and false accusation. The suit, reportedly, will emphasize that investigators pursued him even after doubts had arisen that he was, in fact, engaged in espionage. Lee doesn't deny that he downloaded classified material to an unclassified computer, but says it was a common practice. Suspicion is growing among Asian-Americans activists that Lee is in custody primarily because of his ethnicity. They argue that the FBI's pursuit of him was dictated by racial "profiling" - by the assumption that people of Chinese background were the most likely to be exploited by Communist Chinese agents. A detailed report by Stanford University's Center for International Security and Cooperation throws doubt on the accuracy of the congressional report, put together by Rep. Christopher Cox (R) of California, that largely fueled the storm over Chinese espionage and generated furious calls to net the perpetrators. The Stanford team, including credible experts on nuclear weaponry, charges that the Cox report is "inflammatory" and makes some ill-supported allegations. In summary, the country owes two things to itself: (1) Make sure its system for designing and producing nuclear weaponry is as secure as possible. All that would be required is an act of Congress consisting of one sentence: The Federal Reserve Act and all of its amendments are hereby rescinded. But that would wipe out our monetary system overnight and create such havoc in the economy that it would play right into the hands of the globalists. They would use the resulting chaos as evidence that such a move was a mistake, and the American people would likely welcome a rescue from the IMF/World Bank. There are certain steps that must precede the abandonment of the Fed if we are to have a safe passage. The first step is to convert our present fiat money into real money. That means we must create an entirely new money supply which is 100 percent backed by precious metal -- and we must do so within a reasonable short period of time. To that end, we also must establish the true value of our present fiat money so it can be exchanged for new money on a realistic basis and phased out of circulation. Here is how it can be done: 1. REPEAL THE LEGAL-TENDER LAWS. The federal government will continue accepting Federal Reserve Notes in the payment of taxes, but everyone else will be free to accept them, reject them, or discountthem as they wish. 2. FREEZE THE PRESENT SUPPLY OF FEDERAL RESERVE NOTES, except for what will be needed in step number eleven. 3. DEFINE THE "REAL" DOLLAR IN TERMS OF PRECIOUS-METAL CONTENT, preferably what is was in the past: 371.25 grains of silver. It could be another weight of silver or even another metal, but the old silver dollar is a proven winner. 4. RESTORE FREE COINAGE AT THE U.S. MINT and issue silver "dollars" as well as gold"pieces." Both dollars and pieces will be defined by metal content, but only coins with silver content can be called dollars, half-dollars, quarter-dollars, or tenth-dollars (dimes). At first, these coins will be derived only from metal brought into the Mint by private parties. They must not be drawn from the Treasury's supply which is reserved for use in step number six. 5. PAY OFF THE NATIONAL DEBT WITH FEDERAL RESERVE NOTES created for that purpose. Creating money without backing is forbidden by the Constitution; however, when no one is forced by law too accept Federal Reserve Notes as legal tender, they will no longer be the official money of the United States. They will be merely a kind of government script which no one is required to accept. Their utility will be determined by their usefulness in payment of taxes and by the public's anticipation of having them exchanged for real money at a later date. The creation of Federal Reserve Notes, with the understanding that they are not the official money of the United States, would therefore not be a violation of the Constitution. In any event, the deed is already done. The decision to redeem government bonds with Federal Reserve Notes is not ours. Congress decided that long ago, and the course was set at the instant those bonds were issued. We are merely playing out the hand. The money 'will' be created for that purpose. Our only choice is 'when': now or later. If we allow the bonds to stand, the national debt will be repudiated by inflation. The value of the original dollars will gradually be reduced to zero while only the interest remains. Everyone's purchasing power will be destroyed, and the nation will die. But if we want 'not' to repudiate the national debt and decide to pay it off 'now', we will be released from the burden of interest payments and, at the same time, prepare the way for a sound monetary system. 6. PLEDGE THE GOVERNMENT'S HOARD OF GOLD AND SILVER (except the military stockpile) to be used as backing for all the Federal Reserve Notes in circulation. The denationalization of these assets is long overdue. 7. DETERMINE THE WEIGHT OF ALL THE GOLD AND SILVER owned by the U.S. government and then calculate the total value of that supply in terms of real (silver) dollars. 8. DETERMINE THE NUMBER OF ALL THE FEDERAL RESERVE NOTES in circulation and then calculate the real-dollar value of each on by dividing the value of the precious metals by the number of Notes. 10. RETIRE ALL FEDERAL RESERVE NOTES FROM CIRCULATION by offering to exchange them for dollars at the calculated ratio. There will be enough gold or silver to redeem every Federal Reserve Note in circulation. 11. CONVERT ALL CONTRACTS BASED ON FEDERAL RESERVE NOTES TO DOLLARS using the same exchange ratio. 12. ISSUE SILVER
