Recovery at a DR site is the same thing - 9 mod-3's vs 1 27 (insert shrug
here).
Maybe not. If the DR site has sufficient tape drives, you could do 9
concurrent restores of -3s versus 1 restore of a -27.
As far as an onsite recovery goes in the case of a volume failure, I'll

Instead of simply renaming the VTOCIX, I converted the VTOCIX to OSVTOC with PURGE; then

Sorry, no. The EOF will be written at allocation time (if the DSORG=PS
is specified or derived from the data class), but the DCB is not known
until the dataset is open, too late to write the EOF.
EMCSAFI is an EMC low-level API module. There is a large manual that
describes how to use it.
Are they suggesting that you write your own API calls instead of using
the EMC high-level programs? That seems like an extreme solution.

chpid, but it's apparently more out of long-standing habit and
housekeeping practices than concern for the vagaries of modern technology.

The culprit appeared to be... FDR! That was a surprise to me, so I went
digging in the installation parms and discovered that we'd configured it
to use a catalog locate exit for auto recall. Guess when Bruce says
locate exit he means front-end SVC 26 since there isn't a locate
exit anymore.
I should mention an easier alternative to all the TEST and IPCS options
that have been offered.
If you go to ISPF 6 and enter FDRDEBUG SYS you will get a display that
includes a lot of system information, including the eyecatchers of the
top level intercept for SVC 26.
