For those attending the Bethesda Regional Meeting, registration and
hotel information has not been posted. We are finalizing the site
contract and once it is in place we'll send the links for lodging and
registration. We hope to do this by close of business, October 3.  
 
There is no registration fee for attending this year's regional meeting.
However, you will be responsible for lodging, travel, and partial per
diem. For lodging we negotiated government rate rooms for $201 with a
12% tax per night, and for meals we will provide a snack on the first
day, and breakfast and lunch on the second day.
 
We will provide more detailed information about registration and lodging
in the announcement. Thank you for your patience.

About Dr. Dieker:


Dr. Lisa Dieker is an Associate Professor in the Department of Child,
Family and Community Sciences at the University of Central Florida.  Her
passion is conducting research and projects that are based in real
classrooms. She recently was selected for the prestigious position of
University of Central Florida Teaching and Learning Academy Fellow; she
is implementing a project focused on creating web-based streamed videos
that impact learning in math, science and reading.  Dr. Dieker along
with a colleague in English Education were selected to receive a Faculty
Innovation Grant from the Florida Department of Education to infuse
general education content into the special education program. Prior to
UCF, Dr. Dieker served for 9 years on the faculty at the University of
Wisconsin where she was the co-director of a federally funded,
state-funded and foundation funded project the University of
Wisconsin-Milwaukee/Milwaukee Public Schools Special Education
Internship Program that has received over 2 million dollars in financial
support. During a recent sabbatical Dr. Dieker spent the semester
serving as a substitute teacher in Milwaukee Public Schools. She is a
national speaker on inclusion giving several keynote addresses and
professional development sessions each year. She has written numerous
articles in the areas of collaboration, diversity and co-teaching.

The evaluation includes a systems change model and an elegant way of
designating outcomes as robust, solid, probable and possible.  Outcome
evidence is provided to support the categorization of the outcomes.
There is also a very interesting section on administrative leadership.
Please note that this is a SIG rather than SPDG report.  As such, some
of the outcomes are a bit dated (e.g., participation in assessment)
given the passage of NCLB.  Feel free to give me a call should you have

A Brief Summary - National Center for Leadership in Visual Impairment 
NCLVI Fellowships

The National Center for Leadership in Visual Impairment (NCLVI) is a
Collaborative Agreement funded by the U.S. Department of Education,
Office of Special Education Programs.  

 

NCLVI was created in order to increase the number of leaders in the
field of blindness and visual impairment, particularly in the areas of
public policy/advocacy, curriculum development, research, personnel
preparation, and administration at national, state and/or local levels.

* NCLVI consists of

* A consortium of 14 universities that offer doctoral degrees
with an emphasis in blindness and visual impairment

* A Public Advisory Council (PAC)

* A staff based at Pennsylvania College of Optometry. (2FTE)

 

NCLVI will award doctoral-level fellowships to full-time students who
are committed to the education of children who are blind or visually
impaired.  

 

NCLVI Fellowships include

* Full tuition for up to 4 years of full-time doctoral study at
an NCLVI Consortium University.

* Minimum $20,000 annual living stipend for up to 4 years

* Required added-value enrichment program emphasizing leadership
development in the field of blindness and visual impairment and
involving face-to-face seminars, fieldwork, internships, cohort
listservs, and on-line discussion boards

* Travel to select national conferences and meetings  (2 or 3
annually with enrichment activities preceding or following the
conference)

* Participation in a community of practice for leadership in
blindness and visual impairment.

NCLVI Fellowship Applicants must be

* US citizens

* Accepted into a doctoral program at a Consortium University
for the 2005 or 2006 academic years

* Full-time students

This is a reminder for the March 17 Joint SPDG Directors and Evaluators'
Webinar - Scaling Up Capacity: Knowledge, Skills, and Abilities in
Context. Dr. Dean Fixsen, one of the Principal Investigators for the
State Implementation of Scaling-up Evidence-based Practices (SISEP)
Center, will describe the center's state selection process, how the
center is working with the selected states to guide their capacity
development process, and explain the state implementation team
structure. Additionally, he will discuss how the SPDG projects in the
selected states have been involved in the work.

The notes, PowerPoint and audio recording from Dean Fixsen's March 17
Joint Directors and Evaluators' Webinar are now posted to this link:

We had planned to provide a video recording of the session, however, due
to an ILinc.com technical issue it wasn't possible. As the host, I was
using dual monitors during the session. When the Ilinc system recorded
the event it didn't record the meeting space view and instead recorded a
different desktop application. It's a lesson learned in what not to do
as a host when using features of this new technology. 

 

We are pleased that we had the ability to export the audio portion and
make available a mp3 file. We encourage users to play the mp3 on their
computers, IPods or other mp3 players and follow along with a hardcopy
or electronic version of Fixsen's PowerPoint slides.  

 

For those of you interested in viewing Larry Edelman's webinar, there
has been a delay in posting the recording. The recording was made using
our previous webinar vendor, Adobe Connect. Once we receive the Adobe
recorded session files, we'll post to the site and I will notify the
group.

The meeting in Washington, DC will occur Oct. 1-2, while the Portland,
Oregon meeting will occur Oct. 8-9. Below is the updated schedule to

Greetings Directors:

 

OSEP has received questions from Project Directors who are facing
difficulties having their travel approved for the Project Directors'
Conference.  Please see the answer below regarding this issue:

 

The Notice Inviting Applications for New Awards for Fiscal Year (FY)
2009 for the State Personnel Development Grants program (SPDG),
published in the Federal Register on April 14, 2009 (74 FR 17178),
states that,

 

Projects funded under this priority must also:

 

(a)  Budget for a three-day Project Directors' meeting in Washington, DC
during each year of the project; ...  

 

Similar language has been included in notices inviting applications for
this program since 2005.  Thus, grantees are required to include this
item in their applications and must budget an appropriate amount of
money for the three days of the yearly Project Directors' Meeting
consistent with its location (Washington, DC).  While the Notice does
not include explicit language that grant funds must be spent for travel
to this meeting, each applicant has been put on notice that it must
spend the funds budgeted for the Project Directors' Meeting consistent
with the purpose for which the funds were budgeted--which is for project
directors to attend the annual three-day project directors meeting in
Washington, D.C.

 

Under Office of Management and Budget Circular A-87, Cost Principles
for State, Local, and Indian Tribal Governments, Attachment A, Section
E 2, travel expenses incurred to specifically carry out an award are
direct costs chargeable to Federal awards.  There are no restrictions on
the use of funds under the SPDG grant for out-of-State travel.  Thus,
any issues regarding the approval of travel for this conference are
likely to be the result of restrictions on the use of State funds and
not the Federal funds that are subject to the conditions of your SPDG
grant.

Save the Date! Please mark your calendars for a SPDG Low Incidence
Affinity Group Teleconference on September 21, 3:00-4:00 pm Eastern
Time. Lori Romano, SPDG Project Director for Florida, will be speaking
about Florida's Virtual Exceptional Student Education Online Distance
Learning Program and the SPDG efforts related to it.  The goal of the
SPDG project has been to increase the capacity of Florida's Virtual ESE
online service delivery system to include courses leading to
endorsements in Pre-K Handicapped, Autism and Severe and Profound
disabilities.

The Virtual ESE program provides online coursework and supports for the
teachers of these courses.  Lori will describe how this program was
first created, the collaborative partnerships that have made the program
a success, the challenges in creating and sustaining the program, and
how she and her colleagues have met those challenges.

All grantees and payees who receive payments from ED must have their
DUNS and TIN numbers registered in CCR, the U.S. Federal Government's
primary registrant database, before March 31, 2010.  (I apologize if
this is a duplicate of other notices you've received on this topic.)  

 

In April 2010, ED's Grants Management System (G5) will begin disbursing
payments via the U.S. Department of Treasury rather than directly
through the Federal Reserve as in the past.   Registration is required
of the Data Universal Numbering System (DUNS) Number and Taxpayer
Identification Number (TIN) in the Central Contractor Registration
(CCR).  As a result, all grantees and payees who receive payments from
ED must have their DUNS and TIN numbers registered in CCR, the U.S.
Federal Government's primary registrant database, before March 31, 2010.


 

A CCR for Grantees Webinar was conducted by ED's OCIO/Financial Systems
Services (FSS) on March 4, 2010, to prepare grantees and payees on the
new requirements to register their DUNS and TIN with the CCR database.

the CCR Webinar can be found under News and Events on the G5.gov
website (www.G5.gov) and as well as below:

Dear SPDGs,

 

LearningPort is an on-line free professional development library.  It
contains a variety of materials from national associations (e.g.,
National League of Cities), States (e.g., Pennsylvania) and technical
assistance centers (e.g., IRIS, RTI Center) in a variety of formats
including full training modules in video format, webinars, conference
materials, etc.  Many of these materials can be incorporated (e.g., a
video streamed presentation by well known researchers could be included
in a locally developed training package) into larger training packages
being developed in States and Districts.   

 

The modules represent a substantial collection of available resources,
that may assist you in your work.  In addition, the IRIS Center has
developed a Fidelity of Implementation training module as a companion
piece. 

 

Below are the two links.  Please note that the LearningPort is still
being tweaked.  Please feel free to provide feedback on what you find,
including any glitches.  The LearningPort currently has about 400
modules.

Support for School Improvement.  A sixth recorded webinar session, 
Communicating About School Reform related to the School Improvement Grants 
(SIGs) has been added to the CII series of recorded webinar sessions.  Other 
topics include the selection process and one each for the four intervention 
models.  These recorded webinar sessions, also available in a PowerPoint

developed by CII and the National Network of State School Improvement Leaders 
(NNSSIL).

 

In addition, a newly-developed Toolkit for Implementing the School Improvement 
Grant (SIG) Transformation Model is also now available at www.centerii.org.

for a free, downloadable version of the toolkit, developed to provide states 
and districts with action items and resources for implementing the SIG 
transformation model, and to help your districts and schools in their school

NNSSIL recently hosted a webinar entitled Monitoring LEA Implementation of 
School Improvement Interventions: Moving Beyond Compliance.  The webinar 
featured Pat Mitchell and Suzanne Ochse from New Jersey Department of Education 
and Pat King and Jonathan Luknic from the Minnesota Department of Education who 
presented on their respective states' monitoring approaches and noted ways they 
use or plan to use monitoring to leverage for LEA capacity-building and ability 
to sustain student achievement.  Webinar-related resources such as Profiles of 
State Monitoring Practices, which are excerpted from states' SIG applications, 
frameworks for capacity building, PowerPoint slides and link to the recording

The Excellence in Teaching Project is a pilot program currently in place in a 
hundred schools in the Chicago Public Schools system.  The program endeavors to 
transform instructional practice by facilitating ways to engage teachers and 
principals in guided and constructive conversations about instruction and 
professional growth.  An alternative to the proverbial checklist, the guides, 
observation forms and protocols as a whole provide a means of defining good and 
bad teaching, common language between principals and teachers to talk about 
improvements and evidence for teachers to demonstrate how they meet specific 
performance criteria.

Good morning,

 

In January 2009, the SPDG Program implemented a program-wide initiative
to assist SPDG projects in using new technologies effectively and
efficiently.  Since then, the Technology Focus Group (TFG) consisting of
both SPDG Project Directors and Evaluators, has met monthly to develop
an action plan and outcomes for this initiative. Using feedback received
from the 2008 SIG Regional Meetings and two technology surveys completed
by SIGnetwork members, the group drafted the following overarching goals
of the SPDG initiative are as follows:

 

* SPDG projects can acquire data more easily so that they can
make scientifically based decisions.

* SPDG projects are able to collaborate more effectively.

* SPDG projects are able to provide professional development in
a more efficient and cost-effective way.

* SPDG projects can efficiently support the use of innovations
in the LEAs.

* Access can be provided to people in rural areas and those with
disabilities.

 

The Tech Focus Group and others with technical expertise have provided
TA to the SPDGs on a range of technologies and has shared information
through different venues (e.g., wikis, blogs, Webinars, calls).  This
workgroup set goals for itself, and this is our opportunity to find out
how successful the initiative has been in the last year.  Your response
will automatically enter you into a drawing for one of three SanDisk

We have couple of things to share with you today. First of all, staff
from one of the SPDG projects requested assistance from the network
related to assessment data. In particular, the state is interested in
getting responses to the following question: 

 

How are projects compiling and analyzing LEA K-2nd literacy and math
assessment data, when LEAs are not required to use specific assessment
types and, therefore, are using many different types?

 

If you have information to share with this state, please send your input
to Audrey Desjarlais at adesj...@uoregon.edu by September 21. Audrey
will compile the information and send it out on the listservs by the end
of the month.

 

The second item is TAD hosted event. On September 28th at 3:00pm
Eastern, Larry Edelman will present on the TAD webinar - Shoot, Edit,
and Share: Using Digital Video in Professional Development, Technical
Assistance, and Dissemination.

 

DESCRIPTION: Video is an invaluable tool that has been used for many
decades to enhance the effectiveness of professional development,
technical assistance, and dissemination activities - the difference is
that it is now a great deal easier and vastly more affordable to shoot,
edit, and distribute video. Today, you don't need to be a trained video
professional to produce incredibly useful video. This webinar will
introduce key concepts regarding digital video and illustrate many ways
that it is being used. Accompanying the web conference will be resource
and guidance materials on low-cost digital video recorders, accessories,
and software.

 

WHEN:  This webinar will be held on Tuesday, September 28 from 3-4:30 pm
Eastern time.

About the conference

This year's regional meetings are the second part of a five part series
we are offering in 2011 focused on Professional Development. On day one
we've invited speakers from either SISEP or the Oregon PBIS network to
present on Evidence Based Professional Development Practices. After the
presentations, there will be a discussion on how SPDG PD models relate
to best practices for training.

 

Next, we will continue the popular 'SIG Marketplace' session that began
in 2006. This time, however, the session will be structured in a
poster-session type format. Presenters will be available to share
information about a tool, product, or resource they have successfully
implemented in the last year that can be replicated by other state
projects.  Stay tuned - next week we will invite proposals and provide
details to potential presenters.   

 

On day two, we'll direct our attention to evidence based practices in
Communities of Practice, followed by two rounds of Open Space 3-2-1 (3
highlights/2 questions/1 action) small group discussions. Topics for
these Open Space conversations will be generated by participants prior
to the meeting. 

 

The objectives for this year's conference are as follows: 

* Reflecting on application of what we learned and tools we used
from last year

* Increased knowledge and skills about evidence-based
professional development practices

* Increased knowledge of and ability to use new tools presented

* Building a stronger program network

 

Conference Fees

Similar to previous conferences, participants are not expected to pay a
registration fee. However, attendees are responsible for covering
travel, lodging, and some per diem expenses. The SIGnetwork will provide
three meals - breakfast and lunch on day one, and lunch only on day two.

 

Virtual Participation

In the event you are unable to attend one of the face-to-face
conferences due to time or budget constraints, we are offering a virtual
participant option for the Portland event only. Please complete a
registration form for the Portland event. In January, Audrey will
schedule a trial run to ensure participants are comfortable with the
online technology used for this conference.

Greetings:

The clear winner of our 'Pick the Month' poll is March 2012! We received
87 total responses, 58 preferred March and 40 preferred November. Actual
dates for this March two-day National SPDG Conference (to replace this
year's regional meetings) will be provided in early May.  

In addition to identifying the conference month, we gathered some  rich
feedback on how to structure the sessions. Providing time for 'regions
