But you still can view big5 encoded file because Truetype font is

This is the situation: I'm running redhat 9.0 (XFree86 4.3) on a Dell
laptop and trying to display on this linux box the graphic output from a
CAD tool (cadence) running on a Sun Solaris machine. For reasons which
are not clear,
I forgot to add that I'm using an NVDIA GeForce 2 as the graphic
accelerator.

Something is wrong with your current config file.
There is also a redhat specific command for generating a configuration file.
