when i originally had this problem with my first 7100 i did a web search and found one 
source, a mailing list for
"macmanagers" but i'm sorry i don't have a link.  it was only the very early machines 
so it isn't terribly  common, and
i'm not sure if any of the 8100's were affected or not.  i verified this when i had 2 
machines, one that liked 8.6 and
one that didn't by switching the rom simms and that indeed seemed to be the problem.  
the machine that didn't like os
8.6 also had a lower revision number in the rom simm.  from everything i've heard 
since it is unusual and only a very
few machines are affected but it is real.  at the time i spent most of a day doing web 
searches and trying to see if
anyone else had this problem and only found the 1 source.  like many things, it 
doesn't seem to be documented at apple. 
you've just been fortunate and never run into a machine with an earlier rom that 
caused problems.  i've since heard from
a couple of people over the years that had the same problem (i did this about 6 years 
ago, when i had my first 7100). 
it may be in the lemlist archives.
