Yes, never un plug or plug in anything while it is powered up. I used to be 
a broadcaster and the guys who worked in the video tape room had trouble 
with a big video tape carousell machine, it would lock up all the time. So 
one of they guys pushed one of the circuit cards back in beause it looked to 
him like it was loose. This took out thei $60,000 machine. The card by the 
way was bout ten inches square and there were about thirty or forty analog 
cards and the same number of digital cards. This was a long time ago. Anyway 
the tech from RCA spent a week at the station fixing the thing and it cost 
the station at least $10,000.

So when I worked for a company that made medical equipment and in trouble 
shooting would unplug and replug cards I was amazed. I ended up doing it 
myself. I used to think that if you put a power switch on cards that 
plugging might not be so much of a problem. But I still never plug or unplug 
computer cards..

As for the static issue, first off, todays chips usually have diodes 
connected to the inputs to minimize static progrma. If you ground yourself 
once and don't go walkking around on a carpeted floor there's not much 
chance that you will build up enough static to do damage. Also don't tough 
the chips on the cards, just to be safe.  The static we generate can be very 
high voltage, but usually very low energy levels. If you notce that surg 
suppressors are often rated in Joules, i.e. watt seconds. Of couse it won't 
hurt if you go the extrta mile on any of these precautions.
