I agree about turned off, but not unplugged. It's true that there is 
sometimes some low voltage on some mother boards when the power switch is 
turned off, but it is also true that the case is NOT grounded any longer 
when the power cable is unplugged. Of course you could make a special power 
cord with the flat progrongs removed but not the round ground prong. That 
wuould ground the case without applying power. I just take care when I work 
on the machine with the power cable plugged in, power on or off.
