Phyllis has made two good points vacuming your computer is a messy  business, 
especially on blow.  Therefore, its best to do this, if possible,  outside.  
Here in the UK I think we recommend that we leave the power line  plugged in 
to the electric socket, with the fuse removed from the plug.   This is to give 
the benefit of grounding the computer case.
 
I understand, other wise the powerline going to the power socket should  only 
have the earth wire connected.
