To keep things simpler I will answer part separately.

The problem with Windows is that is reports low memory even when it is  
only some special part of ram that is causing the problem. That was  
more of a problem with versions earlier than XP, I have never had it  
with XP. If you have a Gig of ram you probably don't need more, at  
least it may not help any.
