There used to be a free program that let you set delays for the startup programs - effectively letting you control which ones start 1st, 2nd, etc. Apparently they've started to charge $20 for it now, but it says it is free to try: http://download.cnet.com/Startup-Delayer/3000-2344_4-10068235.html?tag=mncol;2
Download.com seems to offer a "free" version of the same program here: http://download.cnet.com/Startup-Delayer/3000-2084_4-10690299.html?tag=mncol;5 You can give it a try - just be careful not to accept any of the extra "deals" that Cnet offers during the installation process. If you Google something like "change order of windows startup programs" you might find instructions on how to do it by editing registry keys.
