Hello Jean. As you've realised, Premiere Pro doesn't care too much where your scratch disk is situated, but there are a lot of variables with external HDDs, especially those mounted in caddies.
USBII is respectably fast, but will not achieve the raw speed of a drive connected directly to your motherboard. Firewire is even worse. Unless you have SATAII ports on the backplane of your PC, then USB and IEE1394 are pretty well all that's available these days, especially since SCSI is in decline and was always over expensive. I tried an external SATAII drive in a caddy once, with SATAII connections all the way, but the speeds were nowhere near as good as the internal drives. I guess this was down to the buffering hardware used by the caddy. So, my conclusion is that internal 7200RPM SATAII HDDs (preferably two in RAID 0 configuration) will achieve the highest speeds. I only ever use external HDDs for transfers and backups where time is not of the essence. Another thing that tends to be forgotten is that video rendering is processor intensive and processors that have to work hard can get very hot. Preferably use cooling system that is extra efficient and has a ramp-up/ramp-down facility. If you don't cool your processor adequately, anything after and including a P4 will ramp its speed down if it gets overheated.
