Apparently there's a keyframe that's gone missing or
is
damaged.
One way to fix it is to zoom clear in on the timeline
and find exactly where it goes boom, then cut right
before that frame and right after it, then delete that
one frame from the video.
Insert one black frame (or some other color that'll
blend into the video) then export the video without
recompressing.
Hopefully it's just one bad frame.
Another option is an MPEG repair program. Depending on
the type of damage, some can do an OK job. The worst
of them just delete bad frames and 'stitch' the video
together, but that throws the video out of synch with
the audio.
