Yes it's not as good as internet due to regulation and market
saturation. Lucky consumers can pick from 2 or 3 ISP's, but any
consumer with internet can pick from hundreds of VOIP companies.
You can still make money at it though. In my opinion it is most useful
as a tool to help make an internet sale, especially when you're up
against Cable and Telco bundles.
IPifony said they help with the regulatory stuff. They might be a good
place to start.
