It is a fact in NN where I'm located, but NN lacked enforcement. They popped up everywhere without being registered. Fortunately NN is going away and they only ruined about 25HMz.
Let's talk about the current license links, and how the current owners of licenses break the law but not being bothered to cancel their license once they take the link down...
I have dealt with that and had to show the blocking path was no longer in service, which required some research and evidence gathering, but not a showstopper. Different from someone who pulls a frequency and never builds it.
