Enforcement issue it is...

Trying to make the argument that cheaper radios = breaking the law , while 
anecdotaly possible, would be FUD.

Let's talk about the current license links, and how the current owners of 
licenses break the law but not being bothered to cancel their license once they 
take the link down...

(The point is bad behavior is bad behavior, irrespective of being done by cheap 
ticket holders or by the ones who have box seats ).
