Most of the people hit by the flood are probably uninsured. Flood insurance, if you can even get it, is expensive. My partner's son was renting and their house has about 5 feet of water in it. They are not insured for flooding. Everything is ruined including the vehicles he uses to get to work. I'm guessing there are a lot of people in this scenario.
