The idea of a basic hypergraph is more mundane than I thought.  When I said 
that any part of data has to be "globally accessible" in the mundane sense I 
meant that in order for it to be used it has to be accessible, either directly 
or indirectly. A hierarchy might be used just to provide structure but,  but 
data has to be used to be useful - in the most trivial or obvious sense. But 
once you accept that global access of any part of the data -in the most obvious 
sense- is necessary then you might realize that greater access would be useful 
in an interpretable network to better understand how the network works.
