I am not sure you understood me. I explained why we believe that
phenomenal consciousness exists. The reason it seems mysterious is
that it doesn't exist, at least according to any objective test or
measurement you can make. We always find it confusing when evidence
conflicts with our beliefs. We don't like confusion. We deal with it
by ignoring the evidence. That may be OK for most situations, but it
misleads us when designing AGI.

You don't need to design consciousness into AGI. You just need to
design human behavior. When people see that it behaves like a human,
they will just assume that it is conscious. What other test could they
do?
