A few of us are working on setting up standard metadata for app
descriptions, to try to simplify distributing apps to multiple
markets, among other things.

It's just starting up, though.

The users who do not have the Android Market are just screwed. And the
users who have the Android Market, but live in an area where paid apps
are not yet supported, are just screwed.

An analogy is that you will only sell your gourmet cookies through
Walmart. There's nothing particularly wrong with such a decision, but
bear in mind not everyone shops at Walmart, for various reasons (e.g.,
none nearby, none in their country, don't like their labor policies,
don't like how they crowd out other stores). Hence, only some people
will be able to buy your gourmet cookies. It may be that distributing
outside of Walmart is sufficiently annoying that you don't want to
deal with it, or any number of other reasons you might have for your
Walmart-only strategy.
