That's a chicken & egg issue; Without apps that support the Elbonian language 
app stores won't make much in the way of sales to Elbonia and so won't have the 
cash to invest in Elbonian support/translation resources.

At the end of the day all the app stores need to make enough money to pay their 
way, so if developers pull out of a country entirely you're actually decreasing 
the chances of getting help in that country because you'd skip over any stores 
which target that country specifically, and any app stores you do list with 
will see it as being a less profitable country to operate in and thus focus 
less resources on it.

As for the crash issue, we use something like 
http://code.google.com/p/android-remote-stacktrace/ to get a trace and then 
consider what could have caused it (e.g. if someone's using it on a cheap ARM11 
device with a *really* slow clock speed could it be a timeout issue).
