I kind of agree with both of you!

All is like saying "all".... but saying "pre-teen and above" would I think be like saying "all" too... because pre-teen should cover 0-12 and above should cover everyone else :).

representing subsets of "all".

Of course  as with a lot of Android development stuff it smacks of
inexperienced teams dreaming it up and probably told "don't look at what
anyone else does because it may be patented."
Or, possibly, they modeled it after movie ratings in the US (G, PG,
PG-13, R), but elected to use more generic names rather than rating
codes that may not be recognized worldwide.
