I think its stupid.

Android itself should be rated pre teen then, because Google does
collect your location and it does share it with advertisers. Has
anyone noticed that they can't turn location on without agreeing to
send your location to Google, even when no apps are running?

Google Maps and browser should also be preteen.

I use location but I don't give it out. No, I'm not going to do other
apks or tricks to get the location. Market users can't handle that.

In my case, I don't think anyone younger than preteen will actually
use my app (whatever preteen means). But just because my app isn't
marked "All", it will count against my app somehow.

And "Apps that focus on allowing users to find and communicate with
each other should be rated “Teen” or above."

Its a frigging phone. For any app to truly qualify for an "All"
rating, it would have to look your three year old out from using any
other apps, or the phone.

The biggest problem is that no one will understand the ratings and
read a bunch more into them.

All these apple loving press people will have a field day with this.
The headlines will be "Majority of Android Apps rated PG-13!"
