I am also thinking about moving my optional GPS functionality out of
the main app. It will also solve the user questions I get about why
the app "needs" the GPS permission. And now with this rating system I
am not sure if it is worth it when you use Location as a helpful
optional bonus feature.  By the way, the Market console now also shows
the filters for your APK. And I learned that I forgot to add

<uses-feature android:name="android.hardware.location"
android:required="false" />

to my APK. Now the Market may filter it for devices that have no
location based capabilities.

I think location is a special case permission and Apple handles it
much better. An app will only ask you for permission when it actually
needs your location. And parents can easily turn it off in the
parental controls provided by the OS.
