My interpretation is that "All" means that no one should have to worry about giving away any unintended information, and that there are no privacy concerns in the app. For instance, a game like Angry Birds or one of the Sudoku games would be labeled as "All."

If there's anything that might jeopardize privacy or location, then it must be rated at "Pre-teen" or above, though I would think that location theoretically should require higher than a "Pre-teen" rating unless the app is intended to help parents keep track of their children.

Personally I can't see what this rule is trying to achieve and it seems weird,
