I agree, that's what the rationale probably is. But it bugs me just a bit to equate an app using geolocation with "giving their location out". I've got a couple of apps with educational value that I now can't offer to kids because the app has an option to use your location. It doesn't give it out to anybody, it just uses it internally. I'm not sure how you'd differentiate that clearly from apps which DO share location, admittedly. Just bugs me is all.
