That's always been my problem. Look at what happened to RSS readers when Google launched its' reader app, I've seen some problems with it (e.g. duplicate articles), but I doubt anyone would consider writing an RSS reader from scratch given that it exists.
There are a number of other reasons this does more harm than good, I've expanded on them at http://blog.alsutton.com/2011/02/01/opinion-google-hiring-android-developers-and-the-android-ecosystem/ , but in a nutshell I think most of us would agree Google should focus on making it possible for developers of good apps to make a living rather than trying to prop-up the Android app scene by paying developers to write apps (which is usually only done to get a platform off the ground).
