It isn't just Microsoft that will be responsible for the success of this partnership, but Nokia as well. It was clear from the announcement that Nokia is going to dedicate a lot of their engineering staff to enhance Windows Phone 7 (likely at the expense of Meego, and their other existing products).
There are 2 companies, both with deep pockets, and both with dominant market share - working to make this a success. That doesn't necessarily mean they will succeed, but I wouldn't bet against them. One thing is for sure, this has the potential to change the mobile platform landscape significantly.
