As a dev of paid apps, I'm certain that negative reviews (at least in the 3 
most recent) *do* have a chilling effect on sales; I've never conducted a 
rigorous study, but I have little doubt that I've seen it happen. And as a 
customer, I certainly do go look at reviews - at least the top 3 - before I 
spend money on an app, even if it's only a buck or two.

OTOH, for free apps I often don't bother, figuring I have nothing to lose 
if the app turns out to be unsatisfactory. 

Not saying that I'm an entirely typical Android user, but it certainly 
seems plausible that some of this effect may extend to the population at 
large.
