The Montevideo Statement was developed in a short space of time, as the agreed outcome of a face-face meeting of technical organisation representatives. There was not a public consultation process initiated by APNIC (or the other four RIRs) regarding the statement before it was released. The statement was not the end of a process; rather, the Montevideo Statement was designed to be a trigger to encourage community-wide involvement on different issues, among them, the globalisation of the IANA function. That said, I doubt the statement would come as a complete surprise to anyone who has been engaged in the APNIC community for any length of time. The references to "globalisation" of IANA and ICANN, for instance, are consistent with previous submissions by the NRO (on behalf of the RIRs) to the US Government on the need to withdraw from its historical oversight role. Likewise the references to Internet fragmentation, to community consultation and to IPv6 should also not be unexpected; however that said, we can certainly provide more information and background if needed. Also of course, the recent discussion session on Internet Cooperation (and the previous list of sessions Masato pointed out in his earlier email) were held to inform and consult with the APNIC community, and the last session has obviously served well in this regard given the level of healthy discussion it has generated! The recent US Government announcement (available here: http://www.ntia.doc.gov/press-release/2014/ntia-announces-intent-transition -key-internet-domain-name-functions) is a very recent development, so the next steps are still being considered. The USG has asked ICANN to lead the process and consultations will begin in Singapore. http://singapore49.icann.org/en/schedule/mon-ccwg-ig The following link gives an overview of the process and timings for the consultation, however we are expecting more details to emerge from the Singapore meeting: https://www.icann.org/en/about/agreements/iana/functions-transfer-process-1 4mar14-en.pdf We'd welcome suggestions on what would be the best ways in which the APNIC community can engage to provide for inputs into the process - potential ideas include sessions at APNIC conferences and a mailing list for submissions and discussion among the community.
