Yes, I suppose I could try
to install the Juno upgrade and go from there. For now though, I am
running the old Juno that cannot access the Web because I have no access
to a network that runs a compatible OS or
I do not have the Win32 installed on my local hard drive.

I am confused about your setup. Do you have an ISP apart from email-only Juno
service? Do you have Arachne and/or any other Internet-access software? If
your local public library offers public Internet access, you might register with
Freewwweb.
