Most ISPs will tell you that their system does not support DOS.
My ISP says that too. They say that because they don't know how
to support DOS and they are too busy trying to help windozers who
are suffering with far more problems than us DOS users. If you
have a problem with a DOS program they will tell you that you
should "upgrade" your operating system and your email client to the
latest and greatest dozeware. If you are not using the latest and
greatest, then they will not believe that they have a problem on
their end.
