Oops, that should have read "Have you tried TO include the 'attachment field' in the fields list of the Notify Action?" Hopefully, I understood your question, correctly.
For example, when sending a notification from a Helpdesk case we include the attachment fields. The Attachment is automatically attached to the email. In the Notify action of a filter, with a mechanism of email. Include all relevant fields from the fields list, including the attachment fields.
